Winter has not quite disappeared no matter what the calendar says. With the blowing snow we are experiencing at the moment, you probably couldn't even find the stairs, so I hope the sign is still up.
There's lots of similar signs like that in Pickering. The city sticks to roads and sidewalks. Just when I was starting to get photos without snow in them... it's back!
This sign is clearly an attempt to limit liability in case of injury. Lord Denning (my favorite UK judge whose innovative decisions became part of Canadian jurisprudence) famously said that small print could not limit liability, rather, "In order to give sufficient notice, it would need to be printed in red ink with a red hand pointing to it - or something equally startling."

uh-uh, i hope this sign is still visible. i had fallen off the stairs (without snow and without a warning), and it hurts like hell!:p
I hope Spring comes soon to take away the necessity of this sign!
