Yes, the water is likely as cold as it looks.

This is at the marina and I'm not sure what the fenced bit is for, but to the left is where the docks will go back in the spring.

I can't hear the word dawning without thinking of the lyrics, "this is the dawining of the age of aquarius." The fence adds so much mystery!
