beset with problems from the very beginning of construction 2007
the opening was delayed to 2009
a new contractor has finally been approved, but the pier remains unfinished
accessible only to the gulls

I did a Google search on it. Apparently it's also $6 million over budget. Delays and over budget are trade marks of a government job. To bad for the tax payers.

It's too bad that an important project like this gets snowed under by all sorts of problems. I'm sure the people get discouraged about waiting for this pier to get finished. I assume it's their tax money that's being wasted on it or is it a private initiative?

@Nora: oh no, it is our tax money that is paying for this. it was decided that it would actually cost more to abandon the project and dismantle it, so with millions more dollars a new contractor will be working on getting it completed by 2013.
