I came across one in Botley Cemetery in Oxford, it breaks you heart seeing them.

Sad isn't it? I guess the fake flowers are because they want something to last while they can't be there.

I bought a book and a subscription today - it was so crowded around many of the tables!

I can understand why a parent might use plastic adornments. The colors are bright and shiny and longer lasting. The trick is to remove the faux flowers when they start to fade. This corner is as lively as any child.
